Noetic AI launches a new essay series

Noetic AI Essays is a new publication series exploring the policy, governance and strategic implications of emerging technologies. The series combines historical analysis, contemporary case studies and policy research to examine how technological change shapes states, institutions and industrial development

The first essay in the series, The Cable and the Cloud: What Britain's Telegraph Monopoly Tells Us About AI Power(NAI-ES-001), examines what nineteenth-century communications infrastructure can teach us about contemporary AI concentration. Drawing on historical examples from Britain, France, Germany, the United States, Japan and China, it explores how control of infrastructure translates into strategic power, why some countries build technological capabilities while others remain dependent on external systems, and what these lessons might mean for AI sovereignty today.
